Proposed Public
Access TV in Singapore (PATV) will encourage volunteerism and creativity
through sharing of information and story telling among the communities. It is
to expand the diversity and variety of information so as to foster
understanding among various neighborhoods, groups and points of view.

PATV will empower Singaporeans to create TV programme at affordable
cost. Training on filming and editing will be provided. The TV programme made
by them will telecast on PATV.

All Singaporeans and Permanent Residents are eligible to join PATV as
its members with a membership fees. The individual annual membership fee will not
be more than $100. Corporate members are acceptable with a higher membership
fee.

PATV will receive free programmes from its members for transmission, so
long as these contents of the programme abide to MDA broadcasting programming
code.

Professional Television facilities will be available at PATV for the
members to use at a very low rate. Members can produce television programme to
share their story or experience such as teaching kids how to do their homework,
adults how to take care of aged parents at home etc.
5.
PATV will be a social enterprise relies on the membership fees. Collaboration
with tertiary institution and grant from government agencies would be explored
to sustain the operation.

Tertiary institutions and schools will be engaged to produce programmes
that they want public to learn.
7.
PATV programming will telecast local television programmes and programmes
produce by Singaporeans and PR. Programmes that given to PATV for transmission
will be repeated by PATV as and when schedule allowed.

It is a platform for programmes unable to make it to free to air (FTA) broadcasting.
However, programmes that made it to FTA are welcome to show on PATV for extra
exposures.
9.
PATV believes whether older or younger Singaporens, they can learn to create
TV programme by themselves from beginning idea to the edited product.
10.
PATV will provide internships for students to involve in the production
and will serve as a pivot role in the ecosystem to nurture and develop local
talents in the creative industry.
